Mean Sea Level (MSL) is the average sea level, measured over 19 years.
Sun and Moon gravity influences the level of water above Earth's surface. The water attracts the Sun side of the earth due to Sun's gravity while the other side due to lack gravity water level rises.
To account for the fluctuations, the measurements averaged over Nineteen years.
